Issue #35545: Guard npcs missing Persist Location

 
Got a report that the NPCs "WhiterunDragonsreachImperialXXRef" (XX being their number) do not have a persistence location even though all the surrounding ones (GuardWhiterunImperialPorchPatrol[x], GuardWhiterunImperialPostNightRef[x], GuardWhiterunImperialPostf[x], GuardWhiterunImperialPostDayRef[x], etc all do. I just applied the same persist location to the ones missing.

I've noticed the guards in the other cities have similar issues - some have persist location and the ones right next to them don't. I think most likely the ones without were made later and they forgot to add, but confirm this ticket is valid before I go make tickets for the other cities.

I can't see any reason why the Imperial guards in Whiterun wouldn't have the flag when their Stormcloak counterparts all do. It wouldn't surprise me if this accounts for certain bugs with guard AI in the city, like with starting Saadia's quest.

It doesn't appear as though the flags were added using the CK though because adding this should have triggered information updated in WhiterunLocation as well.

In my esp? I did that in the ck using the cks Batch Actions window, so unless there’s some bug with how that works.
Should I apply the same fixes to the guards in the other cities?

There's a bug. I just did one of them individually and it updated the LCTN along with adding the tag to the NPC. So it looks like batch editing is broken for that.

Yes, the same fix will need to be applied to all the others if their counterparts have it set. There's no good reason for any of them to not have it.

New esp, fixed all the ones I could find. Chances are I missed one or two but this should be the bulk of them.
In a few cases I think I added a persist location to an NPC that was already Persistent, probably no need to merge those.

Just for the record since I'm not listing all of these in the patch notes (too many).

This is an updated file containing all of the needed fixes. Only the city and town guards were modified, not the specific references only used for civil war battles.
