Issue #35554: Unique letter shouldn't respawn in Haelga's Bunkhouse

 
A unique letter (000F6A50) in Haelga's Bunkhouse is mistakenly set to respawn.

This seems to be a common mistake in the game. It wasn't until recently I started looking through storage in my various player homes and realized that these notes and letters had reset in locations where I had picked them up previously.
