Issue #35592: Resource delivery missions don't work as intended (possible exploit)

 
This is about the terminal missions that task you to deliver X kg of a specified resource (i.e. a mineral resource or an item fabricated thereof) to a specified location. I recently accepted a mission to deliver silver to Jemison, went to an outpost with a large container full to the brim with silver, connected it to the exit container of the inter-system freight platform and then set Jemison as destination on the platform's terminal (once you have accepted one of these missions, the destination location specified by the quest will automatically show up on your freight platform terminals). A few sconds later, an inter-system freight vessel landed and got loaded full with silver. Capacity of that ship is usually 500 kg [NB: the exit container only has 300 kg, but the game draws the difference from the linked resource container], and in my case, this corresponded to substantially more silver than required. The ship then took off and after a minute or so, the quest completed. When I checked what was left in my silver container, it turned out that the freright ship had left with an excess of 290 kg of silver, and this excess load never showed up again .... well, at least not until I accepted another mission to deliver 240 kg of tungsten to Akila. After accepting that mission, the log immediately showed 290 kg of 240 kg delivered, but the quest did not complete instantly [apparently, the stop conditions are not evealuated until the freight vessel has taken off]. Out of interest, I manually dropped one tungsten into the exit container, let the freight ship take off with it (there was nothing else loaded because there were no containers linked to the platform) ... and that worked !

Now try the following: search the terminals for a mission to deliver a small to medium amount of a common low density resource (e.g. chlorine),accept it and complete the mission. Chances a very high that the freight ship will take off with a substantial excess load. Then search for another mission to deliver high value items (e.g. nuclear fuel rods). Accept that mission, fabricate one of these items on an industrial workbench, drop it into the exit container of any appropriate freight platform and set the destination location. Lean back, wait for the quest to complete and enjoy your recompensation for (almost) nothing delivered.

It really shouldn't be too complicated to let the ship load only what's required. Simple math, even for a quest designer.
