Issue #35634: Boots of Order and Cataclysm have incorrect weights

 
Boots of Order and Boots of Cataclysm have their 4th tier weights set to 1.5.
The previous tier is 12 and next tier is 15.75. The pattern for tiers 1-3 is adding 1.5 weight each, so I set them to 13.5.
