Issue #35697: MQ206AncientAlduinREF and MQ106AlduinREF need to be in PersistAll

 
He was previously in VirtualLocation, which works for allowing aliases to fill, but doesn't actually make him Persist when the area loads. this might be why his AI breaks sometimes. Putting him in PersistAll should ensure he's always persistent.
