Issue #35724: Hag Rock Ruin Jail Key only opens one of the two jail cells

 
There are two jail cells in Hag Rock Redoubt Ruin. The 'Hag Rock Ruin Jail Key' opens one of the jail cell doors (000C0610), but the other jail cell door (000C0612) isn't set up so that it can be unlocked using the key. This looks like an error, but I'm not totally sure if it was deliberate for some odd reason.
