Issue #35773: DLC1 Weather swap script is not thread safe

 
This script doesn't have the needed thread safety check (see notes here: https://ck.uesp.net/wiki/OnTriggerEnter_-_ObjectReference ), meaning it could get into the wrong state if the player rapidly enters and exits the triggerbox.
