Fixes a gap in the stairs of facade 1. I also noticed that both 1 and 2 (2 is an edited version of 1) had several of their polished stones set up for environment mapping (all other snow elf pieces are environment mapped as well) but were missing the relevant shader flag to actually enable that, so I assigned it. Also smoothed normals.
Technically Block 10 is missing an environment mask to control the shading, but that applies to basically every snow elf ruin mesh in the game so that could well be intentional, almost all of them have cubemaps with no envmask.
