Issue #35840: Solitude, Temple of the Divines: issues with priests' "minister" routines

 
In the Temple of the Divines in Solitude there's a "pray" idle marker infront of each deity shrine. All 3 priests (Rorlund, SilanaPetreia and Freir) are supposed to pray there for a better part of each day through SolitudeTempleMinister6x18 and SolitudeTempleMinister0x8 packages (for Freir it's overriden by another package, but whatever..). There are 2 issues that prevent them from doing this properly though:

1. The 2 mentioned packages use a FX beam as their Location reference. The center point of that beam is well above the floor, making the sandbox area barely reachable, if at all. I suggest centering the sandbox area on D6AF1 XMarkerHeading right in the middle of the pray markers semicircle instead.

2. The cell navmesh covers only a small portion of the area infront of the shrines, leaving at least half, maybe more, of the pray markers unreachable even if the packages are fixed. I think expanding the navmesh there would benefit proper praying too.
