In the jarl throne room of RiftenMistveilKeep, there's a U-shaped table with 2 benches and 3 chairs. There are 4 XMarkers under the benches, 2 per each bench. Those XMarkers serve as the location center references of a bunch of "eat" packages of at least 3 NPCs, 2-3 packages per one NPC: court wizard (Wylandriah), Saerlund and Harrald. But these 3 NPCs never (or at least rarely) actually eat at the table in-game. For example, if you've ever seen Wylandriah standing still at the doors to her room at certain hours of the day, that's her trying to sit and eat at the table, and failing.
I believe the reason for this is that the table and the 2 benches are actually one single big furniture object, with its center point being outside of the "eat" packages' locations. I suggest changing the locations of the "eat" packages to, for example, "in 350 radius near marker called CenterMarkerRiftenKeep", then the NPCs will be able to reach the table. Side note: the 3 chairs at the table are owned by "job" factions - jarl, steward, housecarl, so you won't find Wylandriah sitting in the jarl's chair with this suggested fix.
