Issue #35903: Preston Garvey skipped dialogue line post-Minutemen quests

 
There's a skipped line of dialogue / subtitle every time a repeatable Minutemen quest is turned in to Preston Garvey.

It's particularly noticeable if subtitles are enabled, but it does play a split-second of the audio, too. It's too fast for me to make out what it's supposed to say.

It's (what would be) Garvey's second or third line of dialogue after you turn in a quest, when/before he sends you on another mission.

The dialogue that this happens to is mostly dialogue under the MinRadiantIntroTopic (Found under the Player Dialogue tab on quests). This happens because many of the lines under that topic will start a quest scene but do not have the "Start Scene On End" checkbox ticked, which results in the line of dialogue beginning and then getting interrupted by the scene it started.
