Issue #35910: Kraldar doesn't have the title of "Jarl" in his name when in charge

 
When Winterhold is under Imperial control, Kraldar isn't given the title "Jarl Kraldar" like other Jarls are who take over for the pre-war ones. I don't recall how this is handled for sure but maybe it has to do with an alias setting.
