Issue #35944: Water seam between Commonwealth -21 13 and -21 14

 
Cell record on [CELL:0000DE48] (in Commonwealth "Commonwealth" [WRLD:0000003C] at -21,14) needs updated to specify water type of ExtLakeForestWater [WATR:0012E2C1] to match the neighboring cell [CELL:0000DE69] (in Commonwealth "Commonwealth" [WRLD:0000003C] at -21,13) to fix a water seam.
