Issue #35960: Unique letter in Lod's House respawns

 
"Private Letter" (Ref 000D939A) respawned in Lod's house. The console shows a "1" next to all of the stages for Favor018, which indicates I had to have stolen it for Dengeir earlier in the game. The reference having the respawn is almost certainly the culprit.
