Issue #35975: Reaver chief who carries 2 resonance stones (gems) doesn't spawn QUEST CRITICAL

 
Hello!

I was playing with USSEP, Graphics pack and RDO on Xbox, but I saw that people also experienced this bug on PC.

There is a quest that requires 4 resonance gems (also called stones) out of 5 to go into the Kagrumez ruin. There should be 3 reavers, 1 of whom must carry 2 gems but it doesn't spawn, so I can't complete the quest, it's locked. I tried disabling the mods, fast traveling, waiting 30 in game days and so on, but nothing works. Which is a bummer because I wanted to do 100% of the game.

I would be grateful if you could look into it.

It appears that one or more of the optional aliases didn't fill, but it's hard to find what could have caused that without a papyrus log. You didn't have tcl enabled when going through the dungeon ,did you?

It’s a console command for debugging, but it breaks quest triggers, so I was making sure you weren’t using it.
