Issue #36042: Three Thalmor at Embassy can respawn after MQ201

 
Three Thalmor at the Embassy can respawn when killed during Diplomatic Immunity. It looks like they have an imbedded respawn flag deep in the various sets of actor base templates. Although you shouldn't be able to re-enter the Embassy, they either attack you through openings in the walls or somehow manage to open the main gate. The Thalmor Embassy is supposed to be a no-reset zone, but since these three are placed in one or more exterior cells they respawn due to an engine bug.

MQ201ThalmorEmbassyQuest is still running in my game (stuck at stage 160), which should have shut down once MQ202 starts. It seems as though many of the Thalmor placed inside may also be respawning because they come out of the locked entrances. I'm not sure how that's possible other than the fact that the quest is still running. By the way, the big gate outside the Embassy has an adept lock so you can get back into the exterior area on your own without cheating or having one of the NPCs go hostile and open it.
