Issue #36121: References in Kagrumez exterior that shouldn't reset

 
These references are in the Kagrumez exterior cell, which is part of DLC2KagrumezLocation. They shouldn't be resetting because Kagrumez is specifically marked to never reset. The 'DLC2KagrumezZone' encounter zone setting should be added to prevent this.
