Issue #36136: Marsh Scum placed under the landscape - (0011b7b5)

 
This marsh scum is placed on water that is underneath the landscape and never seen by the player. Static is not precombined so should be safe to disable - if you prefer not to disable I can always forward this to PRP instead.
