Issue #36150: Trashcan glitch in front of Parsons State Insane Asylum

 
There's a burning trashcan right in front of the entrance of Parsons State Insane Asylum (like 3-4 steps from the map marker) that blinks in-and-out of existence depending on what angle you look at it from.

It's definitely reproducable, because I've had this occur to me in entirely different saves months apart.
