Bethesda set this all up for glow effects - glow mapped, emittance assigned, etc - but forgot to actually give the candles the Glow Shader type and Glowmap flag, so the game never actually uses the glow map they set for it. Also fixed some broken normals.
impcandelabracandleoff01 has no glow effects, but I included it here since I made the same minor normal fixes to it in case you want.
Collisions aren't great but are out of scope for ussep unless we can confirm they cause an issue.
