Issue #36210: Echoes of the Past quest will not trigger

 
The quest will not trigger. I got the heavy incinerator, defeated the enclave ambush, read the holotape and nothing

The Official Update in May claimed this was fixed but it wasn't. In fact it's worse. Now even the ambush won't appear
