Issue #36219: 040363C1: Tree pine shrub should be using the ash base type

 
A tree pine shrub (040363C1) is mistakenly set to use the snowy variety, but it isn't located in a snowy area. Given the landscape and the other vegetation nearby, it was supposed to be 'DLC2TreePineShrubAsh02' instead of 'TreePineShrub02Snow'.
