Issue #36267: Ambarys Rendar sometimes won't barter when standing at the counter

 
If you need another drink, I'll be right here.

Despite using the dialogue above, Ambarys Rendar sometimes doesn't give the option to barter with him while standing at the counter. I've observed it happening in the evenings, but it may happen at other times too. It may not have been intended that he sells drinks 24x7, but you would think he should be if he's at the counter talking about it.
