Issue #36270: A safe in Trinity Tower claims to be "Expert" level but Expert picking does not work.

 
There's a safe on the way to Rex and Strong, in a side room: large box safe. It says it's an "Expert" level lock. However I have Expert lockpicking (exactly, as it happens) and I get "your skill too low ook ook" when I try to open it.

Better console claims that Fallout4.esm was the last thing to touch it, so i dunno. I haven't had an issue with any other lock. Ever, really.

The safe's reference ID is:

According to the CK, this safe is set to Advanced, not Export.

It's also flagged as a leveled lock which will make it more difficult as you level up.

Advanced is lower than Expert. IIRC it's: perk level 1 Advanced, 2 is Expert, 3 is Master, and 4 is useless 8) (the never break a lockpick thing).

I had up to level 2 - Expert - when I got there. And the safe on mouseover said it was an Expert lock. So i should have been able to pick it either way whether Advanced or Expert.

The only locks i couldn't pick at the time would be Master. So:
Maybe this levelled safe was actually Master when I found it, but the bug is that it wasn't displaying that correctly? Was just showing the wrong level?
