Issue #36278: attacking vigilants of Stendarr at the Hall of the Vigilant gives bugged bounty

 
The Unofficial Patch adds a bounty for attacking the vigilants of Stendarr at their base. However, this bounty behaves incorrectly - it is always 40 gold when attacking them.
Additionally, killing every NPC at that location never triggers the message “Last witness killed.”
