Issue #36305: Soldier patrolling below Fort Hraggstad

 
One of the soldiers (000B74D4) posted at Fort Hraggstad can often be found patrolling at the bottom of the cliff well below the fort. I have no idea if there's any way to prevent this or if it's the game engine being stupid. One of the rocks in the area where the soldier is at has a FormID of 000BB804.
