Issue #36377: Unimplemented Enable Marker inside FortStrong01

I'm not entirely sure if this is a case of Cut Content or a bug but there are a number of Enable Markers inside FortStrong01 that don't get used due to the quest never being called upon by other quests.

There are 7 Enable Markers present in this cell but only 5 of the Enable Markers have objects tied to them and of these 5 only 2 of them are used in-game. The other 3 have all been setup to point to the same quest as the others (DN046) but the Show No Mercy quest doesn't use the other stages inside that quest besides stage 50.

As for the unused Enable Markers, there are two named DN046_State2_Disable and DN046_State2_Enable that are responsible for blocking off the rooms on the top floor that are inaccessible in the base game. I think this is a bug more than a case of cut content due to the rooms all being navmeshed and triggering the unused Enable Markers has no noticeable issues from what I can tell.

The other unused Enable Marker that has refs tied to it is DN046_State3_Disable which definitely looks to be unfinished content as there are noticeable visual issues once the objects are disabled.

Ultimately this bug report is specifically towards the "DN046_State2_Disable" and "DN046_State2_Enable" Enable Markers that I believe were supposed to be integrated inside of the Show No Mercy quest (most likely upon completion of said quest).
