Issue #36478: Family Reunion not starting

 
The quest "Family Reunion", which starts on the ECS Constant, is supposed to be repeatable. However, sometimes after finishing it once you will be unable to get the quest from Abe Levitz again. The journal will bring up the "Talk to Abe" mis objective, and you can say you will do the quest, but the quest doesn't start.
