Issue #36484: Ryujin Infiltrate Infinity LTD: Nonviolent Path Broken

There is supposed to be a conversation triggered with Dalton that causes Imogene to be met at the Terrabrrew in New Atlantis where she gives you a key to a locker. This locker let's you finish out the quest in a nonviolent way. Stage 1350 on the Wikipedia link provided. There appears to be something bugged with this quest as this never triggers and Imogene can never meet you to give the keycard
