Issue #36524: Missing Faction and Settlement Data

 
The game does not assign faction data to the second star in binary star systems.

Valo and Maheo are missing a Freestar Collective faction assignments, while Toliman is missing a UC faction assignment.

These are not separate systems, they are second part of their respective binary systems, and are treated as such in gameplay and lore (and in real life in the case of Alpha Centauri).

Toliman has a UC settlement and UC patrols as it is part of the Alpha Centauri binary system. Valo has a Freestar settlement and Freestar patrols as it is part of the Cheyenne binary system. Maheo is the only one which doesn’t have any settlements or patrols, but is still part of the Narion binary system.

Also, Valo and Toliman are missing settlement markers on the galaxy map.
