Issue #36535: Populated Earth and other Uninhabited Systems with new POI

 
Ordinarily POIs check before they're placed on a planet to see if its a planet or system flagged with NoHumanPresence. Some of the new ones are missing the check, so showing up in places like Earth, or systems like Schrodinger, where there's not supposed to be anything.
