Issue #36537: Cruise Mode and Contraband Scans.

 
I am pretty sure it's an oversight you can fast travel to a planet in the same system as say Mars and then cruise mode to Mars and it skips the contraband scans.

I haven't been able to reproduce this. I warped to Mercury and then entered cruise mode there and went to Mars. Upon insertion I was stopped every time for a contraband scan.

Not sure how you can't dodge the contraband scan. Works for me without issue. For example, I jump to the star yard at the moon go inside and steal the aurora for testing then cruise mode to Mars. No scan. I can also leave the startyard jump to Kurtz and cruise to Jameson and no scan.

I just performed the same jump to the star station at Luna and then cruse moded over to Mars again. As soon as I inserted into orbit, the UC stopped me for the contraband scan.

I get the same if I warp to any other system and then cruise to a planet where you'd normally be scanned.
