The navmesh here was wrong in every way - underwater tris not flagged as water, navmesh going underneath walls and into inaccessible areas, navmesh missing from accessible areas, tons and tons of floating verts, etc. I suspect the interior clutter was significantly redone after the navmeshing. Also fixed a few floating clutter objects while I was fixing the navmesh around them.
