This has already been re-examined, which is why the change was reverted. There is an error in the changelog, however, because I also replaced "Oblivion Mods\textures\weaponssilvershortsword.dds" and "Oblivion Mods\textures\weaponssilvershortsword_n.dds" with the corrected versions.
If you examine the original textures closely in an image editor like Photoshop or GIMP, you can clearly see that the bottom-left of the texture is a very dark, near-black leather for the sheath. This is present on the longsword and the silver quiver, but missing on the shorthsword. Instead, there's a piece of texture that appears to be for scabbard furniture that doesn't fit the UV Map at all. The first fix the UOP did, before it gave the weapons metal scabbards, was the correct one.
I'll flag the changelog for correction so that it's clear why the change was reverted:
The silver longsword, shortsword, and dagger textures, edited so long ago for having "black parts" was never actually a bug, this is just a very dark near-black leather. The following files have been removed from the distribution to correct for this: Textures\Weapons\SilverLongsword.dds, Textures\Weapons\SilverLongsword_n.dds, Textures\Menus\Icons\Weapons\silverdagger.dds, Textures\Menus\Icons\Weapons\silverlongsword.dds, Textures\Menus\Icons\Weapons\SilverShortSword.dds, Textures\Menus50\Icons\Weapons\silverdagger.dds, Textures\Menus50\Icons\Weapons\silverlongsword.dds, Textures\Menus50\Icons\Weapons\SilverShortSword.dds, Textures\Menus80\Icons\Weapons\silverdagger.dds, Textures\Menus80\Icons\Weapons\silverlongsword.dds, Textures\Menus80\Icons\Weapons\SilverShortSword.dds". Reverted "Oblivion Mods\textures\weaponssilvershortsword.dds" and "Oblivion Mods\textures\weaponssilvershortsword_n.dds" to the original corrected versions, before the silver scabbards were added.
