The v1.5.4 (2014-Jun-30) - Minor Update changelog for the SI Patch mentions this: "Moved a pair of monster spawners that were dangerously close to Split and could end up killing off the residents before the player knew there was a quest there."
Maybe this should be reexamined. Instead of moving the monster spawners, the NPCs could be made essential until the quests are completed. To make sure they do not die.
