Issue #36686: New items on windhelm docks lack ownership.

 
The objects 060E544C "BasicKnife01 [MISC:00104B40]" and 060E544E "DeadSalmon01NoNail "Salmon" [FLOR:000F5ECA]" lack proper ownership. It should be "WindhelmEastEmpireFaction [FACT:00045F60]".
