Issue #36708: Some Conjurer NPCs might have the wrong spells

First of all I just found this on the Nexus, so I am not sure if this is a bug. But it seems like one.

EncWarlock05TemplateConjurer (Ascendants) should have Conjure Frost Atronach instead of Storm Atronach. Not only does this suit the logical difficulty progression for this enemy type (they go from familiar-->fire atro-->frost-->POTENT storm atro), entirely skipping potent frosts and regular storms. Meaning you go from fighting level 16 summons to suddenly level 35 summons in one warlock tier evolution. That's quite the jump.

To further assert I'm right, every conjurer's elemental spell and perk repertoire conforms to their atro type--except 05Conjurers, where it's a mismatch of frost spells/perks with storm atros. Even more, if you want to test this out, spawn some Ascendent Conjurers in the game and notice they never cast their storm atro spell, they run around like wannabe frost mages. For whatever reason, the 05's AI refuses to cast storm atros, but they happily cast a potent frost atronach.
