Issue #36717: Commander Caius missing after Dampened Spirits

 
I've noticed Commander Caius missing from Whiterun and I decided to check where he is. Moving the player to his RefID teleported my character to Honningbrew Meadery but he's not there. I believe that after doing the quest Dampened Spirits he disappeared from the game.

He's intentionally disabled by TG03SP on stage 13. Seems they dont re-enable him even though Sabjorn gets re-enabled later...
