Issue #36723: Thomas is supposed to know the Fireball spell but doesn't

 
The dead NPC Thomas does not know the spell despite a Note mentioning it. He spawns dead but a player could still resurrect him with a spell. https://en.uesp.net/wiki/Skyrim:Thomas
