Issue #36755: Freelanes Tier 4 legendary pack traits Aerial Advantage and Grenadier cause a framerate stutter

 
At the moment of boost, a brief framerate stutter may occur when using a pack with the Tier 4 legendary traits Aerial Advantage or Grenadier. This has been narrowed down to to Apply Jetpack Spell perk entries in the two PERK forms that control the effects (Perk_Legendary_Pack_AerialAdvantage "Aerial Advantage" [PERK:01023D1E] and Perk_Legendary_Pack_Grenadier "Grenadier" [PERK:0104F08E])....

adding a spell (Spell_Legendary_Pack_AerialAdvantage "Aerial Advantage Spell" [SPEL:01023D22] and Spell_Legendary_Pack_Grenadier "Grenadier Spell" [SPEL:0106EE8A])...

that in turn has MGEFs that add a Perk (ModLegendaryEffect_AerialAdvantage_TempPerk "Aerial Advantage Add Temp Perk" [MGEF:01023D20] and ModLegendaryEffect_Grenadier_TempPerk "Grenadier Add Temp Perk" [MGEF:0106EE88]).

This lasts four seconds and then expires with the applying spell, resulting in multiple re-applications of the perk-adding spell and multiple events of the framerate stutter in rapid succession.

I've devised an alternate way to apply the temporary effect: Disconnect the temp perks from the pertinent MGEFs in the jetpack add spells, turning them into essentially dummy spells that act as timers. Copy the temp perks' effect entries into the base perks, and add a "IsSpellTarget" to the Perk Owner condition category for those entries pointing to the now-dummied timer spells. Abandon the original temp perks in-place since they are not tied to anything anymore. In testing, the new method of tying effect to spell duration produces no further framerate hitches on boost jumping. I will be testing intended effect application by jacking the Grenadier explosion damage mult effect up to absurd proportions for the test and seeing if a damage sponge enemy takes more damage from explosives a moment after boost-jump vs on the ground for a while.

In summary, Spells that add perks can cause a framerate stutter upon the moment of application, and Apply Jetpack Spell perk entries can cause this stutter to frequently and repeatedly happen. A workaround for this occurring with the Aerial Advantage and Grenadier tier 4 traits for boost packs was devised with existing Jetpack Add spells to use them as a dummy spell timer, with the intended effects now applied in the more persistent base perk and governed by IsSpellTarget condition checks looking for the now-dummy-spell-timer.
