Issue #36811: Trader does not reset

 
West of Ranger Cabin, near the edge of the map, there is a trader by a small house that does not reset.

Better console reports the following IDs of this trader: 
ID:     001D1686
baseID: 001C4033


It also does not benefit from the speech bobblehead that should give vendors 100 extra caps, but that could be caused by the fact it doesn't reset, not sure.
