Issue #36899: DarkwaterCavernUpperExterior navmesh fix

 
Derkeethus kept getting stuck on a rock, adjusted it to route him around it. Also fixed some underwater areas not tagged as water, some npc stuck spots on the nearby road and some broken edge links.
