Issue #36920: Bonechill passage navmesh fixes

 
Fixes a lot of really badly floating tris and a lot of navmesh trying to route through rocks that are too large to climb over. Optionally also placed some stairhelpers on a few areas that I saw npcs having a big of trouble with.
