Issue #36959: haemar's shame broken stair navmesh

 
Fixed some broken stairways that couldn't be traversed and would block followers from progressing, an inverted tri, and a few badly placed tris right near them. Did not check anything else in the cell for potential errors, will save that for next update if needed.
