Sulvar the Steady was supposed to watch a frozen water wheel outside of windhelm. It can also be seen in the concept art for windhelm here https://images.uesp.net/3/34/SR-concept-Windhelm.jpg

Maybe Cutting Room Floor can place a static frozen water wheel outside the city somewhere.
