Issue #37025: Note to the Authorities mentions cut location

The note mentions the completely cut location Bear's Cave Mill. I think replacing it with Helgen (or Pinewatch, or Falkreath) would also fit the context in the note.

Of course this isn't strictly a bug, but in case you want to change.
