Issue #37048: Guards have response lines to Beggars they can't use?

Bethesda recorded dialogue for NPCs to say to other diseased actors (generally limited to the player and beggars). For example, guards have five responses to say to beggars that greet them, but they never play because the beggars' greetings do not link to them.


If true, maybe UOP could link them properly.
