Issue #37078: Miraak may break progression of the Dragonborn arc

 
Depending on luck, Miraak may end up consuming every dragon's soul you kill after the quest Temple of Miraak, thus breaking progression in the storyline - If you haven't any dragon souls to spare to unlock the Bend Will shout. The Dragon near the Bend Will word wall should be exempt for the roll that determines whether Miraak will show or not.
