Issue #37099: Stormcloaks in Helgen Might have the wrong outfits

 
A lot of Stormcloak prisoners at the beginning of the game that you fight in Helgen are wearing fur gloves, since they have a standard Stormcloak outfit assigned. But there exists an outfit made specifically for Helgen, that does not have gloves. MQ101StormcloakPrisonerOutfitNoCuffs [OTFT:001040F9]

The Stormcloak prisoners on the carriages all don't wear gloves. And there is no explanation how they all could have acquired these gloves in Helgen (iron weapons can be found there, but when it comes to armor only imperial). These are the NPCs that could use the outfit, IF you guys think this falls under bug territory:
