Issue #37131: The player needs a mercantile skill of 50 to buy multiple items

 
The Boots of the Swift Merchant, Quicksilver Boots, Birthright of Astalon, Mantle of the Woodsman, and Ring of Wortcraft are only sold by their merchants if the player has a mercantile skill of at least 50.

This is because the merchants selling them do not normally sell clothing/armor. Not sure if this is a bug because bethesda forgot that they would not sell them otherwise, or intended behaviour.
